1.8 changed the way many systems in the game worked, including blocks, models, resources, etc. Upgrading a mod from 1.7.10 to 1.8 therefore often requires a lot of code refactoring, which is time consuming. Add to that how many mods are made without pay in someone's free time, and you can see why many authors are content to leave their mods in 1.7.10 land.
